How do you successfully upgrade tens of thousands of street lights to LED, without disrupting public safety or operational efficiency?

Back in 2016, DFL partnered with Bouygues Energies & Services to deliver an innovative LED street lighting upgrade programme for Kent County Council, achieving exceptional energy savings while modernising thousands of public lighting assets across the county. The project was innovative in its day and involved replacing 12,000 lighting points over a three-year period. The Issue

Beginning in 2016, the scheme aimed to replace approximately 12,000 lighting points over a three-year period, with the initial phase involving around 75,000 individual assets that each required bespoke lighting calculations and compliant LED street lighting designs.

The scale of the project created significant technical and logistical demands. Every residential road, traffic route, and town centre location required its own tailored lighting design to ensure compliance with British Standards while also supporting the council’s ambitious sustainability and energy-saving targets.

Could traditional lighting design methods have delivered this programme within the required timeframe? Realistically, no. The volume of calculations, documentation, and administrative coordination would have created major delays using conventional processes. At the same time, Kent County Council needed to maximise energy savings, reduce maintenance costs, and improve the reliability of its public lighting network. The new LED street lighting system also had to maintain safe and effective illumination for drivers, cyclists, and pedestrians throughout the county.

Balancing compliance, efficiency, sustainability, and practical installation requirements demanded specialist expertise and a smarter, more innovative approach to LED street lighting design.

The Solution

DFL worked closely with Bouygues Energies & Services to create a highly efficient LED street lighting design strategy capable of meeting the programme’s demanding scale and deadlines.

To streamline delivery, our team developed an innovative automated workflow that significantly reduced the time associated with repetitive administrative tasks typically found in large street lighting projects. By creating a bespoke third-party integration alongside Lighting Reality software, DFL was able to improve design efficiency while maintaining exceptional accuracy and full compliance throughout the programme.

This advanced process enabled us to manage thousands of individual lighting calculations and asset-specific LED street lighting designs far more effectively than traditional methods would allow.

But efficiency alone was not enough.

How could Kent County Council achieve the highest possible energy savings while still ensuring lighting performance remained consistent across all environments?

DFL carefully assessed the requirements of every road type and location to select the most suitable LED street lighting luminaires for each application. Rather than applying a generic solution, our team tailored designs to optimise visibility, improve operational performance, and maximise long-term energy efficiency.

We also considered the practical realities of installation and future maintenance. By reducing the number of luminaire variants used throughout the project, DFL helped simplify stock management, streamline installation processes, and create a more manageable long-term lighting infrastructure for the council.

Today, the LED street lighting luminaires specified by DFL are installed across Kent, including technically demanding traffic routes and busy urban areas. Throughout the project, our team maintained close communication with all stakeholders, ensuring technical decisions, compliance standards, and energy-saving objectives remained fully aligned.

The Result

The LED street lighting upgrade programme delivered outstanding results for Kent County Council and all project stakeholders.

DFL not only achieved the project objectives but exceeded them significantly. While the original target was a 60% reduction in energy consumption, the final LED street lighting solution achieved an impressive 65.7% energy saving across the upgraded network.

These substantial savings have enabled Kent County Council to reduce operational costs, lower carbon emissions, and modernise its public infrastructure with reliable, future-proof LED street lighting technology. Despite the complexity and demanding timescales of the programme, all lighting designs were delivered on time and fully compliant with project specifications. DFL’s ability to combine technical expertise, innovation, and efficient project management ensured the smooth delivery of this large-scale LED street lighting scheme.

The success of the project was recognised by Kent County Council, with Sue Kinsella, Lighting Asset Manager for the council, stating: “DFL has been a key contributor to the project, working with both the contractor and ourselves to deliver all that was required of the contract on time and to specification. The team has gone above and beyond to ensure that we have met our targets.”
