Lighting planning often plays an integral role in the approval of any new development. In February this year, planning approval was granted for an innovative surf lagoon in the heart of Dorset, with DFL proudly part of the successful project team. This surf lagoon project in St Leonards represents a significant development for Dorset, promising a unique recreational facility that will elevate tourism, provide jobs, and enhance the local economy. As part of the application, DFL’s role was to provide a comprehensive lighting plan that supported the project’s vision while meeting environmental and regulatory requirements crucial for planning approval.

The brief

Lighting planning is a critical component in securing approvals for projects like Dorset’s surf lagoon. A carefully designed lighting plan can address safety, environmental impact, and compliance with local authority codes, making it essential to project acceptance.

The Dorset surf lagoon will bring a world-class surfing facility to the region, featuring white-water waves to cater to all levels, from elite surfers to families and beginners. This development represents a major enhancement to the existing Avon Heath Country Park, providing specialized equipment for adapted surfing in a safe, controlled environment. The project marks an exciting milestone for the area, promising an influx of visitors and long-term benefits for the local economy.

In 2022, DFL was invited to join a specialised team to contribute our expertise in lighting planning for the Planning Application of a surf lagoon in St Leonards, Dorset. Our role focused on developing a tailored lighting plan that not only met regulatory standards but also aligned with the eco-friendly aesthetics of the Country Park.

The lighting planning scope extended across multiple areas of the park, requiring versatile lighting solutions for wayfinding in car parks, along woodland paths, and throughout the camping fields. DFL also designed a unique underwater lighting scheme for the lagoon itself.

Our goal was to create a comprehensive lighting plan that enhanced user experience while being minimally invasive, aligning with the park’s ecological values and supporting the planning approval process.

The solutions

We designed a lighting strategy for the facility, with recessed lighting under the handrail across the bridge dividing the two lagoon areas.

For the lagoon itself, we advised on underwater recessed lighting that worked for the local authority codes of practice. For other public wares, wayfinding lighting was planned along the pathways.

The final result

DFL is thrilled to have contributed to such a transformative project, creating a lighting plan that aligns with Dorset’s vision for enhanced recreation. In February, planning approval was officially granted, marking a major milestone for the project! With this approval, construction can now commence on a world-class surf and leisure centre that will boost local employment, attract tourism, and strengthen the local economy.

The new surf lagoon at Avon Heath Country Park will provide a state-of-the-art surfing experience, producing white-water waves designed for all levels—from elite surfers to families and beginners. Additionally, the facility will offer specialised equipment, enabling an adaptive surfing experience in a safe, controlled environment.

This lighting planning project not only elevates the park’s usability but also respects its natural beauty, ensuring that the lighting enhances, rather than disrupts, the surrounding environment.
